The Nepali Congress has demanded immediate clarification from the government regarding the activities of a group calling itself the “Green Army,” raising concerns over its pseudo-military appearance and operations.
The issue was brought to the forefront during a special session of the House of Representatives on Thursday by senior Nepali Congress lawmaker Arjun Narsingh KC.
The Spark of the Controversy
The debate stems from the recent deployment of ‘Green Army Nepal’ during rescue and relief operations in the flood-affected regions of Rasuwa and Nuwakot along the Bhotekoshi River. While the group officially identifies itself as a non-governmental volunteer organization (NGO), its members were seen operating in attire heavily resembling military fatigues, complete with rank insignias and badges.
“Is it Blackwater or Wagner Group?”
Addressing the parliament, MP KC expressed grave concern over a civilian group adopting military aesthetics. “What exactly is this Green Army? Where did it come from? This raises a very serious question,” he stated.
Questioning the legality and intent behind the uniforms, he directly asked the government, “Is this a private military?”
To emphasize the gravity of the situation, the lawmaker drew parallels to internationally known private military contractors. “Is this something like America’s Blackwater or Russia’s Wagner Group? We need to know what its true nature is,” he demanded.
One Nation, One Army
MP KC reiterated that the citizens of Nepal recognize and legitimize only one military force in the country—the Nepal Army. He strongly urged the government and relevant authorities to pay immediate attention to the matter and clarify the situation to the public.
The public appearance of an NGO functioning in military-style uniforms has sparked widespread discussions across political and social circles in Nepal. Citizens and lawmakers alike are now awaiting an official response from the Home Ministry regarding the operational boundaries and dress codes of such organizations.
